Head of Mexico's powerful teachers' union jailed

MEXICO CITY (AP) ? Mexico's most powerful woman was formally charged with a massive embezzlement scheme on Wednesday, standing grim-faced behind bars live on national television in what many called a clear message that the new government is asserting its authority.

The country watched rapt as national teacher's union head Elba Esther Gordillo heard the charges against her read by a judge in a grim prison in eastern Mexico City. It was a dizzying fall from power for a woman who traveled on private jets and maintained properties worth millions of dollars in Southern California.

Gordillo was charged with embezzling 2 billion pesos (about $160 million) from union funds, as well as organized crime. The judge in the case said a decision about whether the evidence is sufficient to merit a trial would be taken in three to six days.

If found guilty, Gordillo could face 30 years in prison.

She was arrested Tuesday afternoon as she returned from San Diego for a meeting of leaders of the 1.5 million-member National Union of Education Workers she has led for nearly a quarter-century. She was heading the union's fight with President Enrique Pena Nieto's administration over the country's most sweeping educational reform in more than 70 years.

Her arrest came a day after the president signed the reform into law.

"This is a case that has absolutely no political motivation," Attorney General Jesus Murillo Karam told the Televisa television network.

But most Mexicans scoffed at the idea that prosecutors had just found out that Gordillo ? known for her designer clothes, luxury cars and plastic surgery ? might be corrupt. Many saw it as a shot across the bow of potential foes by the Institutional Revolutionary Party, or PRI, which ran the country for seven decades, was thrown out of power in 2006 and won back the presidency last year.

The message: Don't commit Gordillo's mistake of publicly opposing the president's reform efforts.

"The message is that, if this can happen to Elba Esther, it can happen to anyone," former Mexico City Mayor Manuel Camacho Solis told MVS Radio. Prosecutors said they had detected nearly $3 million in purchases at Neiman Marcus stores using union funds, as well as $17,000 in U.S. plastic surgery bills and the purchase of a million-dollar home in San Diego.

The arrest immediately sparked calls for prosecutors to bring similar cases against other union leaders known for lavish spending. The main opposition parties specifically named the leader of the country's oil workers' union, accused by local news media of giving his son a $2 million Ferrari, a report that has never been confirmed or denied.

The arrest of Gordillo sidelines a powerful opponent of the PRI even as the administration takes on a figure many blame for the dire state of the Mexican education system. Gordillo was a PRI leader for decades before splitting from the party, which was accused of corruption and authoritarian practices during its decades in power.

"This can be something very good for the country, but also for the government and for the PRI," said Jose Antonio Crespo, a political analyst at the Center for Economic Research and Teaching in Mexico City. "It cleans up the image of the PRI, as if to say, "Yes, we will be a different PRI, we're moving forward, not backward."

Pena Nieto is also proposing reforms that would open the state-owned oil company to more private investment, a move that could awaken similar opposition from that union.

But teacher's union members had been the only ones marching in the streets against reform in recent weeks, and the fiery Gordillo, who rose from teenage school teacher to a maker of presidents, vowed to keep fighting.

"I want to die with the epitaph: Here lies a warrior. She died like a warrior," Gordillo said in a speech on her 68th birthday this month.

Her union's secretary-general said Gordillo still had the group's loyalty, solidarity and affection, but there was no immediate sign of plans for protests.

Asked if he would go after other corrupt union bosses, as opposition parties have demanded, Murillo Karam said "I don't have evidence as clear as in this case."

In a news conference minutes after Gordillo's detention, he said the investigation started in December, just after Pena Nieto took office, when Banco Santander alerted authorities to transfers of billions of pesos, according to the attorney general.

Some funds eventually ended up in bank accounts in Switzerland and Liechtenstein, according to Assistant Attorney General Alfredo Castillo, who said that in one case, $1 million went to a Swiss account for a company owned by Gordillo's mother. Those funds were then used to buy a million-dollar house on the Coronado peninsula near San Diego.

For years, Gordillo has beaten back attacks from union dissidents, political foes and journalists who have seen her as a symbol of Mexico's corrupt, old-style politics. Rivals have accused her of corruption, misuse of union funds and even a murder, but prosecutors who investigated never brought a charge against her.

She was expelled from Pena Nieto's Institutional Revolutionary Party in 2006 for supporting other parties' candidates and the formation of her own New Alliance party. Her support was considered key in giving a razor-thin victory that year to former President Felipe Calderon.

After Pena Nieto's victory, his first legislative achievement was a reform that creates a system of uniform standards for teacher hiring and promotion based on merit instead of union connections. It also allows for the first census of Mexico's education system, which Gordillo's union has largely controlled for decades, allegedly padding the payroll with thousands of phantom teachers.

So great is the union's control that no one knows exactly how many schools, teachers or students exist in Mexico.

The Mexican education system has been persistently one of the worst performers among the world's developed economies, with few signs of improvement.

Mexico spent a higher percentage of its budget on public education than any other country in the Organization for Economic Cooperation and Development except New Zealand but had the lowest expenditure per child in 2009.

Nearly every Mexican 4-year-old is in pre-school, but only 47 percent are expected to graduate high school. In the U.S., the number is closer to 80 percent.

In a television interview last week about education reform, the interviewer told Gordillo that she was the most hated woman in Mexico.

"There is no one more loved by their people than I," Gordillo answered. "I care about the teachers. This is a deep and serious dispute about public education."

Columnist and political analyst Raymundo Riva Palacio said Gordillo is an experienced political fighter who may have lost the keen sense of political calculation that kept her in power for so many years.

"She lost clarity," Riva Palacio said. "Having so much to lose on the issue on which they finally got her, the money, she calculated badly."

Gordillo's arrest recalled the 1989 arrest of another once-feared union boss, Joaquin Hernandez Galicia, known as "La Quina." The longtime head of Mexico's powerful oil workers union, Hernandez Galicia was arrested during the first months of the new administration of then-President Carlos Salinas.

In 1988, he criticized Salinas' presidential candidacy and threatened an oil workers' strike if Salinas privatized any part of the government oil monopoly, Petroleos Mexicanos, or Pemex. On Jan. 10, 1989, ? about a month after Salinas took office ? soldiers used a bazooka to blow down the door of Hernandez' home in the Gulf Coast city of Ciudad Madero.

He was freed from prison after Salinas left office.

U.S. to give Syrian rebels medical, food aid, not arms

ROME (Reuters) - The United States will send non-lethal aid directly to Syrian rebels for the first time, Secretary of State John Kerry said on Thursday, disappointing opponents of President Bashar al-Assad who are clamoring for Western weapons.

But in a change of emphasis, the mainly Western and Arab "Friends of Syria" group meeting in Rome "underlined the need to change the balance of power on the ground".

A final communique said participants would "coordinate their efforts closely so as to best empower the Syrian people and support the Supreme Military Command of the (rebel) Free Syrian Army in its efforts to help them exercise self-defense".

More than 70,000 Syrians have been killed in a fierce conflict that began with peaceful anti-Assad protests nearly two years ago. Some 860,000 have fled abroad and several million are displaced within the country or need humanitarian assistance.

Kerry, after the talks in Rome, said Washington would more than double its aid to the Syrian civilian opposition, giving it an extra $60 million to help provide food, sanitation and medical care to devastated communities.

The United States would now "extend food and medical supplies to the opposition, including to the Syrian opposition's Supreme Military (Council)", Kerry said.

In their communique, the "Friends of Syria" pledged more political and material support to the Syrian National Coalition, a fractious Cairo-based group that has struggled to gain traction inside Syria, especially among disparate rebel forces.

Riad Seif, a coalition leader, said before the Rome meeting that the opposition would demand "qualitative military support".

Another coalition official welcomed the result of the talks. "We move forward with a great deal of cautious optimism. We heard today a different kind of discourse," Yasser Tabbara said.

But the continued U.S. refusal to send weapons may compound the frustration that prompted the coalition to say last week it would shun the Rome talks. It attended only under U.S. pressure.

Many in the coalition say Western reluctance to arm rebels only plays into the hands of Islamist militants now widely seen as the most effective forces in the struggle to topple Assad.

However, a European diplomat held out the possibility of Western military support, saying the coalition and its Western and Arab backers would meet in Istanbul next week to discuss military and humanitarian support to the insurgents.

MEALS READY TO EAT

Kerry's offer of medical aid and Meals Ready to Eat (MREs), the U.S. army's basic ration, fell far short of rebel demands for sophisticated anti-tank and anti-aircraft weapons to help turn the tables against Assad's mostly Russian-supplied forces.

It also stopped short of providing other forms of non-lethal assistance such as bullet-proof vests, armored personnel vehicles and military training to the insurgents.

Last week the European Union opened the way for direct aid to Syrian rebels, but did not lift an arms embargo on Syria.

The Rome talks again signaled the lack of appetite among the United States and its allies for direct military intervention in Syria, after the withdrawal of U.S.-led troops from Iraq and the drawdown under way in Afghanistan.

The communique called for an immediate halt to "unabated" arms supplies to Damascus by third countries, referring mostly to Assad's allies Russia and Iran.

It also said Syria must immediately stop indiscriminate bombardment of populated areas, which it described as crimes against humanity. NATO officials say Assad's military has fired ballistic missiles within Syria, which the government denies.

Human Rights Watch has reported that at least 171 civilians were killed in four Scud missile strikes last week.

The "Friends of Syria" pledged "more political and material support to the coalition as the sole legitimate representative of the Syrian people and to get more concrete assistance inside Syria", but gave no details on exactly what would be provided.

Kerry said earlier this week he would not leave the Syrian opposition "dangling in the wind", unsure of getting support.

But the White House continues to resist providing weaponry to the rebel forces, arguing there is no way to guarantee the arms might not fall into the hands of Islamist militants who might eventually use them against Western or Israeli targets.

"HUGE DEBATE"

U.S. officials have said that the U.S. Defense and State departments, under former Secretary of Defense Leon Panetta and former Secretary of State Hillary Clinton, privately recommended that the White House arm the rebels, but were overruled.

"It's a huge debate inside the administration between those that have to deal with Syria on an everyday basis, the State Department and DoD (Defense) particularly, and the White House, which ... until now has vetoed any kind of outreach to the armed groups," said Andrew Tabler, senior fellow at the Washington Institute for Near East Policy, a think-tank.

The United States says it has already provided more than $50 million in non-lethal assistance such as communications gear and governance training to Syria's civilian opposition.

A source in the Syrian coalition, however, said even the extra $60 million promised by Washington was a pittance compared to what he said was the $40 million a day in humanitarian aid needed for Syrian refugees and internally displaced persons.

The United States has provided some $365 million in humanitarian aid for Syrian refugees in countries such as Turkey, Jordan and Lebanon and for internally displaced people, channeling this money through non-governmental organizations.

More than 40,000 people a week are fleeing Syria and the total number of refugees will likely pass 1 million in less than a month, far sooner than the United Nations had forecast, a senior U.N. official told the Security Council on Wednesday.

U.N. High Commissioner for Refugees Ant?nio Guterres said his agency had registered 936,000 Syrians across the Middle East and North Africa, nearly 30 times as many as in April last year.

"We expected to have 1.1 million Syrian refugees by June. If things continue to accelerate like this, it will take less than a month to reach that number," he told the 15-member council.

Nashville, Season 1

Every week in?Slate?s?Nashville TV club, Katy Waldman will have an IM conversation with a different?Nashville?fan. This week, she rehashes episode 1.14 with June Thomas,?a?Slate?culture critic.

June Thomas: Hey Katy! Sorry to be late checking in. I replayed Rayna's song and lost track of time. I've never done that before!

Katy?Waldman: You?re forgiven! It?was?pretty haunting.

Thomas: I kind of loved it, though my enjoyment was tempered somewhat by trying to figure out if it was insensitive to sing it to a recovering alcoholic (?Pour me something stronger than me?) or a sign of how well they knew each other. Anyways,?I just bought it. First time I've done that with a TV song since Mercedes sang "Break the Windows Out Your Car" in Season 1 of Glee!

Waldman: Is it just me, or was this episode particularly musical? Everybody sang: Juliette, Scarlett and Gunnar, Rayna (with assists from Pam Tillis and Kate York)?

Thomas: That's right! It's funny, at the beginning of the episode, I was thinking that it was foolish of the producers to give all the good songs (that is, all the songs I like most) to Scarlett and Gunnar, since they're the rookies of the show, and then Rayna goes and sings my favorite of the whole season.

Waldman: It's always strange and a bit goofy when Scarlett and Gunnar perform and an awed hush descends on the room.?

Thomas:?Yep, the way everyone?real-life stars that even a country know-nothing me recognized as Music City royalty?was nodding and whispering, "They're the real deal" when they played at the Bluebird Cafe was kind of ridiculous. But at the same time...undeniable!

Waldman: Yes! There's a fatedness to those two, or at least, I think fate plays a role on the show. Especially this week, with the themes of birth and death. But Gunnar and Scarlett almost seem "destined for greatness," unbelievably cheesy as that sounds.

Thomas:?Or perhaps it was all about how important a moment can be. There was a lot about families?how the people closest to you can either support and love you unconditionally, or let you down. Or sometimes both. Jolene failed Juliette when she was 9. Teddy lied and left Rayna with the press on her tail. Gunnar? He loved Jason and tried to do the right thing by him, but that kinda sorta maybe led to Jason being killed. Or Jolene breaks her sobriety and Juliette misses her chance to sing in front of that amazing crowd because she has to take her home. Things turn on a dime. The only love you can trust is from your yeller pup. If the cops had come for Gunnar just a few minutes earlier, he'd have missed his big chance. That's fate, I think.

Waldman: What did you make of Jason's death, the first mortality on?Nashville?

Thomas: It shocked me. After the great trio the three of them played a few episodes ago, I had a vision of that little m?nage as the next Lady Antebellum. But apparently that act is destined to be a duet.

I was even more shocked by the post-death makeout sesh, though. Is that a rational response to your collaborator, roommate, and friend hearing devastating news?

Waldman: That scene was thoroughly weird. Not only did the sexy stuff feel all wrong, tonally, but Scarlett isway?too tender-hearted to consider nookie on such a grief-drenched occasion. The real Scarlett would have just sat there weeping sugar-water.

Thomas: Yes, I wondered if we're supposed to think that in all the hours she spent staring at her phone wondering what had happened to Gunnar, she realized how she really felt about him, but even if they'd sold that version of events?and they didn't?it felt all wrong.

Waldman: The adorable cupcake magic, on the other hand, was pure Scarlett.??

Thomas: That's the second show to pull that cupcake trick in the last month or so?was?New?Girl?the other? It has given me a complex about my retro cupcake-eating ways.

Waldman: I eat them the traditional way too. I don?t need frosting in every bite.

Thomas: Once again, the city politics plot managed to find at least 10 ways to be ridiculous. It's the equivalent ofDownton's?Bates in jail?so boring that it's better to ignore it. But let's just stick to one doozy: So the recently defeated Coleman would, within moments of getting the nonsensical request from the guy who played dirty to beat him, accept the position of deputy mayor? Even if Coleman thought Teddy was destined to leave office early (and divorcing Queen of Hearts Rayna James surely means he'd be a one-term mayor), that wouldn't be worth the humiliation.

Waldman: The point, though, was vindication of Teddy's character, rather than development of Coleman's, right? We're supposed to see Teddy turning over a new leaf, finding his integrity as a politician (ha), patching up the mess Lamar made.

Thomas: I might be a little more open to that interpretation if he hadn't just named his mistress to a Cabinet position.

Thomas:?The man's a snake. And since he's now taken it upon himself to get into a feud with Lamar, he's apparently a dumb snake.

Waldman: Well, Peggy?s pretty assertive. When?s the last time you?ve seen a randy TV character kick the door closed unironically?

Thomas: That was totally to provide a cheesy still for the jacket of the DVD release. Speaking of on-the-nose framing devices, how about poor Avery. Dude is on the outside looking in on the other happy, smiley people. Literally.

Waldman: Allow me to voice my profound critical thoughts on Avery. Glad I?m not you, Avery! It?s not that he?s squandered all our sympathy by being a jerk?he?s suffered enough to win some of it back, theoretically?but he?s got just one note, the hungry, brooding, narcissistic artist note, and for me it?s not terribly interesting.

Thomas: On the other hand, the Jolene story line saddens me. It has so much potential, and occasional moments of transcendence, but a lot of the time it feels totally rote. I bought her relapse?she's so new to sobriety, she's at a party with flowing booze (which is maybe more than a little insensitive given Deacon's well-publicized recovery), no one is paying her any mind. I can see her joining in on the toast to the man who saved her life. A little less convincing, though, is the boozy amends for Juliette's thwarted ninth birthday party. Or her sponsor who makes house calls.

Waldman: Donate! The gift that could keep on giving. His prettiness and the intimate moment in which he listens to Juliette sing made me worry that he and the younger Barnes may hook up. Hopefully he is just there to elicit revelations, such as the detail about the burning cigarette that Juliette put out to (grudgingly) save her mother?s life.

Thomas: That's what frustrates me about the Jolene/Juliette relationship. There are moments that are convincingly truthful and real. I understand why Juliette is so cold and guarded with her mother?and I applaud the show for being faithful to that story line even though it goes against the whole mom and apple pie thing. And I agree, remembering that moment when she chose to save Jolene was really powerful. But there's just something that holds me back from connecting.

Maybe I'm channeling my inner Juliette, angry at Jolene's pathetic weakness and hurt by her inability to play her role. Jolene is supposed to be looking after Juliette, and that hasn't been true since, well, at least since Juliette was 9.

Waldman: That's an interesting thought. I was going to suggest that the thing holding me back, at least, was Juliette's occasional abrasiveness. I can't quite invest fully in the storyline because sometimes Juliette turns into a horrible person I can't (don't want to) relate to. I don?t wish for another Scarlett, but it gets painful, watching Juliette reject her mother again and again.

Thomas: See, in the great game of "Which Nashville Character Are You?" I'm a Juliette. Thank goodness you're a Rayna.

Waldman: Phew! Glad you didn?t say I was Avery, after all.

Maybe this goes along with ?Dear Brother? being a particularly musical episode, but it also struck me as an especially moody one, more atmospheric than dramatic. That?s not to say I didn?t enjoy it, but it didn?t seem to hold a lot of surprises (despite its surprise party). The whole thing felt pensive, subdued, melancholy.

Thomas:?I felt the same way. Which is odd, right, given that we had Jason killed. S + G hooking up, and what I thought was the best song of the season.

About that song, too: Even though I really liked it, it didn't work in a musical sense. That is, I didn't know what Rayna was expressing. Sure, she loves Deacon, she finds him a challenge, but she'll be there for him. But we already knew that. If Nashville were a piece of musical theater, and in a sense it is, you'd want the mood of that song to act as a catalyst for a big change between those characters. A deeper connection, a rupture, something. But I couldn't read the vibe clearly.

Waldman: Maybe because it was just her singing to him. We don't know how it affected him or his feelings for her. I guess they did reconcile by the episode?s end, though that seemed more a function of the divorce than Rayna?s performance.

Of course, if the songs characters sing for each other reveal things about their relationship, it's also probably significant that Juliette was prevented from singing for Deacon at all.

Thomas: Yes?and Juliette was thinking about preventing Rayna from singing. "We'll see. I'll let you know," she said.

Waldman:?Poor Rayna. Can you imagine anything more stressful than going grocery shopping with sister Tammy? I kept waiting for her to micromanage every piece of food Rayna put in the cart. It distracted me from the sisterly Real Talk.

Thomas: That shopping expedition was even more ridiculous than the Nashville politics plot. And couldn't the writers have done better than "COUNTRY QUEEN & MR. MAYOR CALL IT QUITS!" Seriously so-so.

Waldman: You mean: ?Charming!?
